not exactly sure what to call this... but if you've ever access a tmobile hotspot at SFO, you've see what i'm talking about. if you try and go to a webpage, it'll bring you to some sort of default login page.

i live in a nine unit building and i have a wireless access point laying around. thought i could put some sort of page like that up to route people that connect to my access point. maybe some information on shared drives, or someway to share files on the local network.

has anyone set anything like this up? any insight is greatly appreciated. in the meantime i'll keep googling.

That would be a "captive portal". Check out NoCat, runs on Linux. You can even mod some of the cheapo Linksys routers to run it.
